It's an interesting distinction, but Skin was actually made and broadcast on the commercial channel Channel 4 or more specifically their digital channel E4 in the UK but distributed by the BBC it seems in the US.

The difference in picture quality, I think, is probably because of the differences in TV systems. It will have been shot in PAL then converted to NTSC which has less lines overall. That'll be less obvious on DVD.

I've never seen Skins, though I should check it out. Then again I try to avoid BBC-A whenever I can. The picture's quality's OK in NY; it's the commercials that are a total drag. I get sore fingers fast-forwarding through shows in search of actual content.
