Greenspan said in 2003 derivatives were &quot;extraordinarily useful&quot; to transfer risk to those willing to take it on -- he opposed regulation. Bernanke was &quot;sanguine&quot; about derivatives in his 2005 confirmation hearings for the head of the Federal Reserve spot. Treasury&#039;s Paulson said he was &quot;wary&quot; of major changes in regulating derivatives -- in his confirmation hearings only last year.
