At my daughter&#039;s elementary school (she not there anymore &#039;cause she&#039;s in middle school now), I know that even though parent participation is required, very few people bother with it.  It falls those who give a damn about the institution and do what they can to help make it function better.  Sadly, it&#039;s the parents whose kids have been there the longest that participate.  Those whose kids have just entered the school don&#039;t really care -- and so it falls to the &quot;active 10th&quot; to pick up the slack.  I could say that it&#039;s because of class issues (i.e., working class people who don&#039;t have time because of their work situation), but it&#039;s wealthy parents who feel they don&#039;t have to put any sweat equity into the school.
